Following thirty years of captivity at the hands of an alien invader (a tale told in Tom Strong Book Two), the science heroes of Terra Obscura had a difficult time adjusting. Socially, culturally, even technologically, they're out of fashion. A whole generation grew up without the benefit of a world without heroes. Now S.M.A.S.H. has disbanded, Mystico has gone into seclusion, and Tom Strange has vanished...

But as the heroes try to adjust to their new lives, a threat unlike anything they've ever faced is racing across the United States: a mysterious technology-plague is spreading like a cancer, making all technology useless and reverting mankind back to the stone age... now that Terra Obscura needs her heroes, will they be able to come together in time?
